Our Speedy Gold Guide Only seems to work off of plague strike, obliterate, and heart strike(I’m assuming similar moves would work as well). Basically just spam those 3 on the target dummy in your nearest city(even the level 60 one) and poof, free weapon skills. It has definately been nice getting my sword, mace, and axe(all 1h) weapons up, as I never really use them for anything. Only granted skill for whatever weapon type was in my main hand.
